- Server-revision-CAS active binding or revoked tombstone for an (account_id, device_id, push_route) tuple. Every write carries expected_server_revision; active bindings carry push_target_id, push_gateway_id, encryption_key and capabilities, while revoked tombstones carry none of those secrets. Stored as actor-private state on account_id.station_id only; MUST NOT be replicated to another Station.
