- Controller-signed one-shot publication authorization in the target Realm safety sequence. approved_event_id binds the complete pre-authored Event. The same confirmed command allocates (controller ActorId, approval_nonce) once; it is not a reusable private approval followed by receiver-local consumption. The original Event remains ordinary data and requires this exact confirmation only when its explicit approval constraint applies.
