cbor_bounds_invalid· reason_code· applies to encoding, schema_validationA hand-written deterministic CBOR structure (e.g. the mls_governance_binding GroupContext extension) violates v1 decode bounds: a single array/map declares or contains more than 65536 items, or a string / byte string / array / map header declares a length or item count exceeding the remaining input bytes (capacity bomb). Decoder MUST reject (top-level schema_violation) before allocating buffers sized from the declared length. See zh/conformance/scalability-constraints.md section 2.
